This report provides recommendations for data policy and procedures for effective provision of existing and newly developed digital services by the RIs participating in the IRISCC landscape. It supports the development of a uniform data policy to fit the specificity of the integrated cross-RI services developed for climate change research and to serve as the base for defining requirements for the access management system to be customised and operated in IRISCC’s WP8.
The report includes an overview of the existing data policies and procedures for digital service provision established and used by participating RIs, building from, and expanding the work carried out in previous EC-funded projects (ENVRIplus, ATMOACCESS) to analyse and identify their best practices. This work also benefits from the experience gained in the development of the policy framework and access to the data and services to be provided by the future Distributed System of Scientific Collections Research Infrastructure. The resulting best practices are composed into concrete recommendations to harmonise the current data policies and access practices of RIs participating in IRISCC, including Open Science, FAIR principles, ethics, and legal framework, to optimally provide digital services via IRISCC and organise the management of the infrastructure.
The document concludes with guidelines for the way forward and implementation of the recommendations, and a model of data and service provision policy for IRISCC.
